Welcome to the official website of Belfast City Centre Management Company & Belfast Chamber of Trade & Commerce (BCCM/BCTC).


BCCM/BCTC is a public/private partnership, which draws together key stakeholders from both the private and public sector to provide a united and common approach to continually improving and regenerating Belfast. The growing membership scheme represents over 400 city centre businesses with one aim of making Belfast a city of international class.

Strategically signed in 2002, Belfast City Centre Management Company formed a Strategic Alliance with the Belfast Chamber of Trade & Commerce.

Vision for Belfast City Centre

Belfast City Centre Management's vision is:

 "A vibrant, exciting, cosmopolitan city centre with its unique character and style that puts people at its heart."

Background

The concept of Town Centre Management was developed in USA in an effort to counteract inner city dereliction and to redress some of the damaging effects of out-of-town shopping. The advantages of the concept were recognised in the UK in the late 1980's and town centre management organisations have now also been introduced in Northern Ireland. There are now over three hundred city and town centre management organisations throughout the UK. 

Independent research proves that effective city centre management contributes to economic growth and social regeneration [Lockwood Report 2001].

BCCM's over-riding objective is the development of a city centre as the regional economic and social hub for people living, working, visiting and shopping in Belfast. This includes a diverse retail sector, encompassing multiple and specialist shops to return the competitive edge to the city centre; and leisure facilities to provide an experience unique in Northern Ireland.

The Role of BCCM

BCCM was set up in January 2000 as a company Limited by Guarantee, jointly core funded by Belfast City Council  and the Department for Social Development, and supported by the private sector.

The BCCM Board comprises senior representatives from the Belfast City Council , the Department for Social Development , Belfast Chamber of Trade & Commerce, Translink , Westfield , Victoria Square , House of Fraser and other private sector interests.

BCCM will act as an enabler, facilitator and co-ordinator on city centre issues. We will work with Belfast City Council , Department for Social Development, the Private Sector and other statuatory bodies plus the business and voluntary sectors. BCCM will provide a neutral mechanism to establish an agreed city centre agenda on strategic issues and to "add value" to the work of public sector service deliverers. BCCM will be involved in city centre issues by:

  1. Facilitating and assisting in the delivery of City Centre Improvements, in conjunction with its key partners Belfast City Council , DSD and the Belfast Chamber of Trade and Commerce;
  2. Involvement in key projects: Likely to involve multiple partners and which may originate from various sources;
  3. Influencing the development of existing and new services: BCCM will co-ordinate and contribute to the improved delivery of existing services and generation of new services;
  4. Delivering direct and indirect city centre services: BCCM will continue to deliver its own services, which add value to the city centre, e.g. Radiolink Scheme, Citysafe Exclusion Order Scheme;
  5. Direct liasion with city centre businesses: BCCM will provide strong communication links between the Belfast Chamber of Trade and Commerce and central and local government e.g. through fora, conferences etc.
